The Malta Permanent Residence Programme (MPRP) grants permanent EU residence on approval, with no minimum stay and no need to relocate, and covers up to four generations of your family on one application. Malta is an English-speaking EU member (since 2004) in the Schengen Area and the eurozone, with a stable legal system that blends common and civil law.
The programme has four obligations: government fees of €97,000, a qualifying home rented or bought for at least five years, a €2,000 donation to a Maltese charity, and health insurance for the family. A one-year temporary residence permit can be issued early in the process, once initial background checks are complete. The current rules are set by Legal Notice 146 of 2025.
